Make syrup by adding sugar to water and heat 1 minute. Dissolve oils Add NaOH to water and add to oils. Mix with spatula until thick. Add hot glycerin and mix well. Rest covered for 5 min. Add the hot alcohol and mix well with stick blender. Heat until clear and blend again with stick blender. Heat again and add strained syrup mixing with spatula. Let rest 5 min.
